Open Question: Any pointers for (very) cold weather housebreaking?

I just adopted an 8 week old puppy and I want to teach him to potty outside. I am in Fairbanks, AK where the temp right now is 45 below zero. Right now I am starting paper training, but really want to teach him to go outside as soon as possible(I have heard that paper training teaches them it's ok to go in the house). I have a boot tray that I can bring outside so it won't be so cold on his feet (and booties, too). But he's just so little, that I think it's unsafe to bring him outside right now. Any tips?...
